Saludos means greetings or salutations, and it's definitely used in Latin America. I'm not sure about Spain.
In Mexico, it is often used as a closing for emails.

In spanish saludos is the plural form for the word " health"
it can be used in making a toast to more than one person.
example: a su saludos!- To your health.
