I would say:

Please e-mail me if the document doesn't arrive by Feb. 15.

It is correct, but not very clear, any non-native English speaker would be confused.

Does this mean the document will arrive after February 15, or that the person should re-send the email after February 15?

To make it a bit clearer, I'd say, "Should the document not arrive by February 15, please resend the email" or "pleae resend the email if the document does not arrive by February 15".

Change till to until and it will be OK. If the document does not arrive before February 15th, please, resend an e-mail. (a better structure).

The sentence is gramatically correct. However 'till' should be replaced by 'until'. Till can be used but it sounds sloppy.
