I'm not a native English speaker, that's why I'm asking you the meaning of I love you. Are these words used only by people who fell in love with each other? Do you say "I love you" to a friend? Does it involve more than friendship?

In America and usually in the English language in general, I love you can be familial (with family), platonic (with friends), or romantic.

It is can be said to family and sometimes friends also. Normally the way it is spoken would tell how it is intended as sometimes it is said to friends in a lighthearted reassuring way, whereas if you were to say it to a partner it would be said more seriously and would have more depth and meaning to it.

People use "I love you" casually, which is sad. But we do say it to our friends and definately we say it to our partner if we are in love with them

"Love", as a verb, varies its intensity and meaning depending upon where and how it is used.
I love icecream.
I love my job.
I love my mother.
I love you - calmly, in a letter etc. to boy/girl friend.
I love you - passionately, during sexual excitement to boy/girl friend or husnband/wife.
