It's not Russian, it's Hungarian. The following is taken directly from IMDB:
The speech by Hunyak, translated, is: "What am I doing here? They say my famous tenant held down my husband and I chopped his head off. But it's not true. I am innocent. I don't know why Uncle Sam says I did it. I tried to explain at the police station but they didn't understand." Here it is in Hungarian, just in case: "Mit keresek én itt? Azt mondják, a híres lakóm lefogta a férjem, én meg lecsaptam a fejét. De nem igaz. Én ártatlan vagyok. Nem tudom, miért mondja Uncle Sam, hogy én tettem. I agree with Elena. We native Russian speakers need to know what that song sounds like, to be able to translate it, since it seems difficult to traslate a thing you have never heard, does it? I suppose, that the lyrics can be but correct, so the best decision for you is to upload an MP3 file with a low bitrate somewhere, and then give a link to it.

I've got it... you are talking about Chicago, the movie musical... but it's not Russian there... it's Czech or Slovak or Hungarian -- I don't remember what was it exactly but it's not Russian for sure... in the movie that girl couldn't speak English therefore was found guilty and executed.
