No question, Chinese is harder.



Chinese has thousands of characters to memorize. And pronunciation differences between some words can be extremely subtle.



Japanese uses an alphabet (actually two of them, one for foreign words), plus it borrows some characters from Chinese. And its pronunciation is very logical and orderly.

In my personal experience, Japanese is easier to learn. Japanese is phonetic, has an sylabic alphabet, and does not have tonel variety.
