rainbow.... is right! "À propos" is idiomatic and it means "by the way" or - more freely translated - (since we are) "speaking of it/that".

It is 'a propos' well enough , but its usage and meaning are different from the previous answers.It means "by the way", "come to think of it" in its idiomatic, not in its literal use.
