If this is portuguese, there is no difference. These words are synonyms. It it is spanish, I don't know if there is any difference.

There are not differences.
Mandar is a synonym for Enviar

It depends on the context and where you say it. "Enviar" is the best word to say it. "Mandar" means send too, but it can have a sexual meaning like "putting something inside you". I know it's kinda gross, but my first language is Spanish and some words are like that. Like the words we use in Puerto Rico for bus or cake are offensive in other places that speak Spanish too, like Cuba or Dominican Republic.

they both have the same meaning, but ''enviar'' tends to sound more formal... (just a little bit, nothing you need to worry about)
>> Eu te mando/envio uma carta. I send you a letter.
''mandar'' can also mean ''to order''.
>> Mandei ela limpar o quarto. I ordered her to clean the bedroom.
[edit]
in Portuguese, ''mandar'' has no sexual meaning, as said above...
