I've always wondered that, but I notice that people always say that when someone's mind is just wondering. I've never actually seen la la land myself.

I thought it was where the teletubbies lived ... or maybe it's a place where no one minds if you go skipping down the street going "la-la"?

Originally it referred to Hollywood, California, land of the fruits, nuts and drug addicts at the time the phrase was coined. Hollywood is fantasy so it went world-wide to refer to being out there. Since you would be the director, the weather is up to you and you could base it on a comparison to the Southern California statistics you can Google, Yahoo or Ask dot com.
