If by Irish/Scottish language you mean Gaelic, no, it belongs to a different branch of the Indo-European language family, the Celtic branch or group. For the most part, similarities between Latin and Gaelic are Indo-European cognates, although Gaelic certainly borrowed a bit from Latin, especially as missionaries brought Christianity to the regions where Gaelic was spoken.

Absolutely not! Irish and Scottish Gaelic, along with Manx, Welsh, Cornish and Breton are Celtic languages. They are only distantly related to Latin in that, like Latin, they are Indo-European languages. But Celtic languages and the ancient roots of what became Latin had gone their own separate ways long before Latin and the modern Celtic tongues emerged as recognised languages.

Those are not considered Romance languages. They did not come directly from Latin, but they are in the Indo-European family, which includes Latin, Greek, German, Russian, English, and others.
