it's a greeting for when you return back to an area.

Ex.

*John and Susy are at a party*

John - "Hey I forgot the soda's in the car! Be right back!"

*John runs out to the car as Susy stays at the party, dancing*

*John Grabs the sodas and goes back into the house*

Susy - "Hey! Welcome back!"

If that didn't help enough, here's the definition:

Welcome - Used to greet someone in a glad or friendly way.

Welcome back is the correct spelling of this term. It means welcome home, or sometimes, rarely, I have heard staff in a hospital say it to people (like myself) after waking someone up from surgery.

The first one.

With the second, it should be good comeback.

The home team made a good comeback.
