I dont think that chav and shabby mean the same thing.
Chav is referred to the fashions of working class, is a mainly derogatory slang term in the UK for a subcultural stereotype fixated on fashions derived from American Hip-Hop fashions and stereotypes such as gold jewellery and designer clothing combined with elements of working class British street fashion. The term has also been associated with delinquency, the "ASBO Generation", "Hoodie culture", and "yob culture". Hi its only associated to burberry for some old now-discontinued baseball cap they used to manufacture. Baseball caps are particularly associated with this stereotype

Shabby chic is a design style deliberately using worn and deteriorated items.
The style started in Great Britain and evokes the type of decoration found in large country houses where there are worn and faded old chintz sofas and curtains, old paintwork and unassuming 'good' taste. The end result of shabby chic is to achieve an elegant overall effect, as opposed to the sentimentally cute Pop-Victorian. Neither is it an expression of caring for the environment through recycling, even though recycling old furniture and fabrics is an important aspect of it.
Burberry is one of my favorite brands and ,personally, I don't think that Burberry is shabby chic.

What they meant to say is chabby (ch sounded out as shabby chic) the term is spelled either way. It is a decorating term used when old items that show wear or distress are used with new items or sometimes contemporary items.
